Define “Atrocity” (PoA Act)

Targeted humiliation, threats/violence, property damage, or social/economic boycott because the person is SC/ST. PoA applies only when the caste/tribe motive is clear. Routine quarrels or general disputes are not PoA unless a caste motive is shown.
